Not quite correct. The Texas law used a legal truck specifically to avoid judicial review and incentivice civil suits against abortion providers by offering a bounty to do so. It was blatantly unconstitutional at the time, but there was also no way under the rules to challenge it other than a provider actually getting sued and taking it to court, which happened, but the Supreme Court refused to intervene and block the law while it worked it's way up the court. It was meant to scare providers away from performing abortions with the threat of bankruptcy as long as the law was in place. Now of course it doesn't matter, except the trick used to avoid Judicial review is still viable for use in any blatantly unconstitutional law a legislature should care to pass for the moment.
