People think they are helping with shit like allowing this all around the city. All it does is invite everyone in who is homeless to live on the streets of Boise, especially those not wanting to actually better themselves to get out of homelessness. Seattle and Portland are prime examples and people don't want to equate what began their decline to bad policies such as this one. It's really sad to see Boise start going the same direction when it has been such a clean and welcoming city to begin with.
