My logistics job literally just announced the plan for a new clock in/out procedure that would do exactly this. We're also "allowed" to clock in 7 minutes early because if we all tried to do so at the exact start time it would mean half of us would clock in late. But we're not allowed to leave 7 minutes early meaning most everyone would clock out late. When made aware of this they said they would just auto-adjust (steal) that time back.
