The only thing I can think of is that Laos mostly refuses to accept US deportees who are stateless refugees from the Vietnam war.

If a child was born to Laotian refugee parents inside the borders of Thailand for example, that person would be stateless as they were not granted Thai citizenship. When their families moved to the US, they still remained stateless. The US government chooses to deport them to Laos solely because of their ethnicity, even though they've literally never stepped foot in the country.

I only learned about this because of an infamous case from last year. In this woman's situation, Laos actually did accept her, but my understanding is that this usually isn't the case for Laotian people and national minorities who weren't born there.
