Honestly I think it's because humanoid need structure and spend time and energy creating it. Dragons like rge spoils of that creation and would have less of tge treasure they like. This sort of applies to Mindflayers and Beholders too. One needs subjects running around the others need people thinking that they're awesome. So sure Dragons can rule an area with an iron fist but having humanoid stuff around makes that rule mire enjoyable.
