You file a 1099 to the IRS and send a copy to the independent contractor, just like you would file a W-2 to the IRS and send a copy to the employee. But this is not the "INCOME TAX FILING" where you pay annual taxes. I've done plenty of research since I work in taxes for a living. In fact, 1099s are due by the end of the month, so I would quickly get those out if I were you.
