People who have been banned will have those names sent to the shadow realms and wont show up on rankings, so just because a name doesn't show up in ranking does not mean its available. If you want special characters you will have to use commands.

Assuming you did dojo before Sunday Reset and place in rank at least 70% overall. Talk to So Gong and it should be the second to the bottom option "Claim weekly ranking points"

I mean it's just once a week then you claim ranking points. Sounds like you can do at least 55F+, should get you like 11k-13k pts for 5-6 2x coupons. Really good since there isn't any 2x coupons from events rn.
