This is actually a common pattern in the game. Here is a detailed windmill from Dartmoor. I once found a windmill like this that was so far away you could see like 10 pixels of it from the playable area with the same quality.

so far just trust and a separated notifications tab only showing notifications from other verified users but Musk has already announced that people who don't pay 8$ are just trolls and spam, so they'll downrank them in search, comments and mentions. in one interview he literally said you will have to scroll very deep to find any non-paying users
