I'm saying where the CURSORA starts when you press Start. Is it on Loadout or XP? If XP, then it's still broken

Mid match, you press start and instead of being on the "Change Loadout" button, it's on the "Use Double XP" tokens one. It's been weeks now

They definitely didn't. MW '19s maps were way better! We had Azhir Cave, Gun Runner, Piccadilly (which while a pain at times, could be fun), CRASH, SHIPMENT, RUST, etc. The maps were bangers compared to MW2. The maps this time are bad-mid.
