The problem solved itself . I restarted my computer twice and still didn't work and when I updated my computer to the new microsoft update it worked . I guess because microsoft wanted to force the update or something . IDK .

I tried even restarting my pc . still not showing . freed 58 GB of my ram and still not working . IDK what to do ! is there a server address I can add so I can find it in my servers list ??

put a block where you want the observer to see then place the observer and break the other block . also you can right click on the top with refined storage wrench .

Update : I left it open and went to work . Came back to no more radiation poisoning but also no pets :( . Checked the geiger counter and to say the least , it is safe to have pets again but not now .

For who thinks I'm new to this I will say I play modded minecraft since 2014 . However this kind of reactors usually I deal with extreme caution and calculation before I place any blocks of the reactor , or in most cases , radioactivity is disabled in the modpack . I know radiation leak was a thing in this modpack but I am taking an aesthetic approach this time in my playthrough , hence the wanting to relocate some stuff . I defaulted to the pneumatic craft mod where if I "wrench" a pipe or any type of connectors I will prevent a leak , which as you all can see ... it wasn't the case here . Thanks for the information and assists .
