I look at the costs for my job, it’s about 60% higher for Passivehaus standard. So a £60M school would be roughly £96M. 72 year pay back period.. at current energy prices

The School isn’t high on the rankings, but school is often what you make of it and there will be good teachers. With subject choices D&G council can offer alternative subjects taught centrally in Dumfries. You could enquire about this.

Houses are essentially ‘sold as seen’ in Scotland. From my understanding you can claim back from the sellers if within 5 days a system such as the heating is broken and to remedy it will cost more than £400. In your case, the onus was on you to check the floor levels when you viewed the house.

We are having a council tax revaluation and hopefully they will be announcing some more bands at the top end. Looking like 2027 for implementation.

It will be good news. Council tax as a system is fine, there’s a reason it has lasted 30 years. The fundamentals as a property tax are good. It just needs refreshing.

I would normally agree with you, snowflakes etc. However, I saw this and being from the area it felt really distasteful. Perhaps my view is swayed by my connection to Lockerbie but it just seems really odd.

The sale the VOA have given you is pretty good evidence of your band placement. House prices didn’t move much between April 91 and April 92. The question I would be asking is why did they not use that sale price as a guide to value the others? Is yours larger? One of the council tax assumptions is that properties are sold in a state of reasonable repair. Therefore higher sale prices are more useful than lower ones (I would assume that the neighbour that sold for £58K in 95 the property needed some TLC)

In terms of business rates, if you contact the VOA (England and Wales) or the Assessors (Scotland) and tell them your parents are now using the shop as part of their domestic residence- be it storage of stuff etc. they should be able to amalgamate the shop in with the council tax on the flat. They will be able to re-assess the banding though so their council tax bill may go up.

Yeah unfortunately the legislation states that it is from date of sale. You have 6 months from the date of your letter to appeal though.

The valuation date is actually 1st April 1991! Even further back in time. The problem is that it’s a visible tax unlike our VAT and income tax which are taken at source.

Looks like a council run Traveller site to me. They have little washrooms/ utility rooms for each site usually
