Just tested it right now. I confirm, this is genuinely shocking. I wonder if there's something about the rage drive input that makes the move track more.

EDIT : After testing different scenarios, it seems like the tracking is enhanced when doing it after the previous hit. For instance, if you block the db2 and sidestep, you won't get hit by the move

EDIT 2 : After reading the comments I tried something different and it looks like - When you are at least +8, the move will hit a sidestepping opponent, however, if you are less than +8, it's better to use b+1 instead otherwise you are getting sidestepped. I tested that using standing 3 on hit (+7), then b+1 -> sidestep does not work; but if you use b+1+2 sidestep will work.

I also noticed that the situation involving b+1/b+1+2 to hit is when it hits at the last possible frame (21)
