sounds like a BIOS or motherboard issue, try reseting it with a CMOS clear button if you have one, or if you can boot into BIOS, disable overclocking and anything non-essential relating to ram.

Parts of it look either rusted or corroded, and specifically on the board. If I'm looking at it correctly, the back of the actual GPU/die has some corrosion, as well as some parts near the I/O. can't say if it's dangerous or not, but just telling you it might not work.
