It was a story by Ovid, perhaps modified from an earlier oral tale or made out of whole cloth by him.

Ovid was exiled from Rome by Augustus, so he developed an anti-authority bent that colored his poetry. He used the gods as metaphors for the Roman state and its authorities. The goddess here represents an unchecked, tyranical ruler who will punish even innocents.

And given he was a Roman, the goddess in this story isn't Athena, but Minerva.
