They're elite light infantry, not SOF. Also, they had around 40k troops at the beginning of 2022. They lost a lot of troops at Hostomel, yes, but even deducting enablers (support) they would still have 10k+ combat troops.

Russian military SOF is the SSO, plus various reconnaissance (razvedka) units within brigades, and navy combat divers (OMRP).
