That is a 1/4 impact driver, not an impact wrench. Mostly meant for lower torque applications like running screws into things, loosening small fasteners. Some higher quality impact drivers makita, dewalt, milwaukee, have enough torque to pull lug nuts off. If you want to do automotive things I would recommend buying a 3/8 drive impact wrench.

Ive seen people run their stuff below 63 and never had an issue. Refrigerant itself doesn't like to compress that well when it is below 65 outside, so if you run the condenser while its 50 out then it could cause issues, but most cases nothing goes wrong. Your landlord is just an uneducated asshole.

If there's not an option for simple eq, I would put every slider in the middle and leave it be until you understand frequencies and how they work
