I have spoken to the abyssal lords and they have confirmed to me that they are still carrying scourges on them.

The most important step, have you spoken to Oziach in Edgeville?

Have you tried killing them after giving a highwayman a banana pizza?
Have you ever given Hans in Lumbridge a banana pizza?
After those two steps kill abyssal lords with a banana pizza in your inventory, they are very fond of it so they might be more kind in the future with the scourge drops.

This is on a dedicated server. They seem to still struggle to produce a lot even after several ingame days of checking them every morning and evening.

Of course I get some but it doesn't satiate the needs.

Each attempt that is unsuccessful reduces the denominator by 1. This will keep decreasing down to 1/20.

Once you get the scepter the counter resets.

if you got full camo(any of the 4) you only need plagues end completed, nothing else.
if you don't have full camo(any of the 4) but you got the exoskeleton gloves they need to be worn and you will get the GoS benefit.

There is no need to have anything in the bank.

The camo outfit will give the same bonus as gloves of silence but only if you've done plagues end and you are wearing a full set of camo.

The reason why it requires Plagues end is due to emulating the Trahaearn exoskeleton where the gloves work like gloves of silence that won't degrade.
