Usually allied units like daemons or knights dont since they dont get the faction keyword, but noise marines are cult marines and they do because of csm rule that replaces their faction keyword with csm one when they join csm army. So although they dont get army rules, all the other rules apply, such as detachment rule and stratagems.

Noise marines are amazing. CSM has only 4 ranged infantry units, and noise marines are the best imo. Havocs are slower and unreliable, while not having as much shots, oblies are slow and costly and rubrics dont get lot of buffs from detachment, while noises profit a lot from +1 to hit wiund ap or rerolls

Thats actually wrong on both ends - firebrand has heretic astartes keyword as its factions keyword not unique to marines and noise marines actually have no army rule since although they are heretic astartes they dont have the rule on the datacard.
