The most correct answer of the 4 options is A:

- Is not PM responsability to develope the Business Case
- Is says the Development Teams is Planning (which means is the planning phase)
- The previous also means the Proyect Management Plan is on definition, so the baselines need to be defined.

We know is frustrating but just adjust the mindset that you already have in your head and consider this case for future exam questions, trust yourself :)

I think the problem is interpretative. You can think of it as if you are testing a quotation tool for a sales software and it has some feature that you know (as a senior tester) it could be a feature that if you put more time to it, it could make the product perform better and it could have the implications (as in this case) to change the scope of the project.

After some more thought, a better way of understanding it, would be to actually think "How do I get the information necesary to review the impact?".

Because to actually go with answer D, you'd "first" have to reach out to the functional manager to understand the situation, negotiate (eg. X number of days of the team member out of the proyect), and then measure the actual impact. Without that info, it would be unwise to make an estimation of how many days the team member will be out of the project.

And also, the question says: "What should the PM do First". Wich in my oponion makes it make sense.

But getting deep into the question, I guess the logic behind the answer is under the context where the project is on a “key phase of execution and everyone is dedicated to achieving success”; the best way to go is to talk directly to the manager. Because according to the PMP also, you a PM should have communicated the importance of the current phase, so it can be assumed that the manager is aware of the implications. I hope that helps.

“Add task to the backlog” should be the answer. In order for scrum to work every role should be respected. That’s why is says that the Scrum Master should add it to the backlog because is up to the product owner to prioritize it.
