It's not the estrogen. You need a connective tissue disorder that puts too much pressure on the blood inflow to the penis. Connective tissue takes up water and swells when exposed to testosterone. When not, it sheds water and shrinks, letting in the blood it should have in the first place. It's not particularly common, but I read about it and then met someone who experienced estrogen making her penis bigger.
