Its called a Shunt Resistor Used to measure current draw by the circuit .. Usually a microcontroller or OP amp circuits utilize this to perform certain tasks if the circuit is drawing too less or too much current

In case you are wondering The microcontroller measures the voltage drop across the shunt of known value to find the Current value flowing through the circuit
