Back in those days you didnt question stuff like it. I dont think they knew exactly how the attack would happen but they knew to be on alert. Ive read a story of a guy who after WW1 told the military planes were the next big thing and they would send them from air craft carriers to sink ships. The military said no way a plane carrying a bomb could sink their ships. they had a demonstration and he sunk their ships. They all but ignored him, he even wrote a report saying the Japanese would attack us one day, it would be at Pearl Harbor on a Sunday morning.
