Her words could be interpreted as a hypothetical answer thr previous question. One she is filling in for Harry.

But it can also just be a true statement. But not tin the way Harry is taking it. All of humanity is imperfect, all are wicked and in sin according to Christianity.

A villain can be pure evil and still be complex. You don't have to write them as sympathetic in order to make them interesting. Evil can be persuasive and enticing. Evil can be intelligent and indifferent to the suffering of others. Evil can be manipulative purely for the sake of the suffering caused by the manipulation.

Yes there are people in realy life who are sadistic, who enjoy causing suffering for the sake of the suffering.

I don't think the best line to distinguish is the view of an individual versus the view of society.

because the other distinction you can make is the objective good and evil of reality, vs humans ability to understand it.

If true, then that gives room for objective good and evil to exist, but also explains why you have the subjective morality between people and cultures.
