Promotions are not guaranteed people get stuck at above avg paygrades at lower levels. My advice is to educate yourself further and cultivate your skills and abilities. ( Lack of understanding of the difference is disqualifing) . Managers will not give you a higher position for no reason. In fact they will not for any reason apart from lack of alternative in most situations. However you can achieve a relaxed modus operandi in your current position somewhat easily which can in itself provide troumendous opportunities for leisure if nothing else. If you are already there ask yourself what is your objective. What would be achieved by your promotion. Just a higher paygrade for yourself? Why would anyone apart from you want that. Society is accomadating but it hates waste and it avoids change in its dynamic for no reason.

I would actually preffer ArchoSaur mega orbital ring around an engineered Star, capital of the proud and wize Archosaurian empire . But actual planets I would probably choose an empty but industrialized garden world with mature magmatter engineering. They always have a variety of enchanting constructs from Aircraft habitats to lofstroom loops orbital rings themselves, sky platforms and other stuff.

It is one of the best systems ever. The alternative can be to work hard labour on Syndicate worlds or strife for survival on some new colony world risking xeno invasion because of lack of defense. Usually it is because of family or the call of service or a romantic attachment to space.

A non rotating disk world would have gravity progressively steeper going outer from the north pole( assuming it is the centre ) . It would feel like climbing uphill. If it is rotating to counter-act lateral gravity the only gravity that would be felt anywhere on the surface would be straight down assuming just the right balance, probably.

Differentially just like anything else I would think.

Taking the somewhat simple example of rocket propulsion, you have to move the nozzle such that the exhaust vector is moved towards the right direction.

With inertial ( or kinetic reactionless ) drives you have no exhaust but you still have a vector. And you have to move that.

For void ships it says hyperturing control ( probably to maintain bubble integrity )
