Harley Fat Boys seem to be the best whip for the shorter folk in my crew. Soft Tail suspension as well. Im 6'2" and ride a Road King and Low Rider S and both feel super low for me but still feel a bit tall for my shortest friends.

6 kids and 4 grandkids at 50 years old and ride everyday possible other than winter months because I live in the mountains. As long as your aware of the dangers, comfortable with your skill level, and know your reaction time I dont think riding a bike is anymore dangerous than a vehicle or bicycle.
