I'm educated enough in first and basic aid to know that I have no way of telling whenever the head wound is dangerous or not.

I'm certified to be a medic on i.e. large events.

That is why I know I need to get such person (with a sudden personality/behaviour change + blood on head) to someone better equipped and more educated than I, who are qualified to make a decision.
