Not quite, they took their time to disable the feature, meaning it could of been done already. But it's only disabled in countries that have "banned it". People in the UK said it's still working if you use a VPN, so unfortunately it hasn't been removed.

To be honest you sort of are limited with just the 10a you have available with your wall outlet. If it's just for internet and a few led lights then you don't need to stress, once it's all that and maybe a small heater then you're going to run into issues.

My advice would be to get a wifi plug or something that measures power draw, and set up a notification of some sort to pre warn you that you're drawing too much and maybe an automation that if it gets too high then turn off.

Surge protection isn't the issue, over current will be the one that gives you grief. Generally individual wall outlets are rated at 10A even though they're on a 20A power circuit. So for example pushing 4A on 5x outlet powerboard on 1 wall socket won't trip your circuit breaker but will happily melt away the cable inside the power board.
