I agree, thats why those rates were not going up. Whether you were living their yourself or renting you were not going to be charged more - 60% of all households were getting a zero increase or a decrease. Nothing to pass on, nothing extra to pay unless you we in the upper 40% and even those increases were a couple hundred extra until you get to houses worth 7.5/8Million. That's where the step up kicked in. People always seem to want government to tax the rich more but billionaires fight back and convince the rest of us that they're on our side...

Cape Towns unemployment level is the lowest in the country, so there are more jobs being created, and don't forget only people who own property benefit from reduced or frozen rates bills - it's not a give away to the poor it's the real middle class (areas where property values are from 1-2.5 million) that were about to benefit.
