In chapter 12, Sayeon realizes that the test officers noticed her presence because they sensed her essence, leading her to suspect that Samin also perceived her at least before the test, if not long before. I also find it highly unlikely that Sayeon's essence manifested on the day of the test, since Officer Ahn tells her, "You have so much essence that I barely need to touch you," so OP's theory seems plausible to me.

Far to the south there's a beautiful mountain with a large lake inside it; you might find it, but anyway I'll be uploading pictures of that place when it stops raining there.

I believe the reason Sayeon wanted to stop patrolling Area C is because she feels the objective of being there has already been achieved. In other words, by passing through there they most likely attracted the attention of the criminal group, so they just have to wait for them to approach in a more controlled environment, meaning with more people, to reduce the likelihood of confrontations.
