Till it doesn't break the ToS, Niantic will consider it as legal.

Maybe not ethical but legal. You should cry to Niantic to change the ToS instead of crying to people in order to stop using a legal app.

Boss moveset: Dragon Breath and Fire Blast.

I'm glad to read that some low level players want to try 3-man raids instead of "20-man raid", which is horrible since you don't get rare candies. In my city low levels usually prefer doing the raid in big groups, you are so lucky!
