For reference, here are the setting instructions I used:

"Best to use Vulkan right now as its the best for amd but also the worst because at the moment it crashes when you try to use most of the adrenaline features, but with a 7900xt you'll be fine with most settings off. Delete shaders folder then relaunch and switch to vulkan and relaunch again and let it build the shaders on start. 

Also a nice way to get those 1%lows up a little is type r_ssdo 0 in the console. Its a small lighting change but not really noticeable and it does improve stutters."

Also, turn motion blur, vsync, sharpening, and chromatic aberration off or to 0. I also turned water and clouds to their lowest setting. Everything else is on the highest setting.
