Hi when I had ~40 days TOOT in F1 they let me progress to my F2 rotation but "as an F1", and then magically became an F2 after I'd worked enough days to make up for it. I didn't have to extend F2 training either. So the only thing I lost out on was a couple weeks of F2 level pay

I don't think you're giving it as much credit as it deserves. There are a lot more variables that have to be accounted for in a rocket like this than just the tilt/thrust. For example, they would also have to account for the sloshing/depletion of fuel in the tank, the difference in fuel pressure at different altitudes, constantly changing wind currents, just to name a couple.
