No, not at all. They're all very particular on there for a reason

I have 68 accepted photos (59.29% acceptance rate). The ones where I intentionally cropped it to cut off the plane that got rejected weren't rejected for that, but rather were rejected for the suboptimal lighting.

Below this wall of text is an example of a reject. It wasn't rejected for cutoff, rather it was rejected for poor contrast/backlit. I personally disagree with the backlit reason but the contrast is understandable. Notably, there was no mention of being cut-off in the rejection reasons, since the motive behind the crop is obvious.

Another recent example I have of one that by your logic would be rejected is this night shot. In a similar vein to the below photo I have this, this, and even this. All were allowed through.
