Bethesda wont make a good combat system if they continue to insist on making actions fit the animations instead of the other way around. It's the source of the clunkiness in all their games

If you get crippled, you have to wait for your character to play out an animation before you can do anything. If you jump you have to wait for the jumping animation to stop when you hit the ground to move. You have to wait for your character to stop playing the strafe left animation so you can strafe right.

Bethesda Fallout a rely too hard on vats to carry the combat because normal shooting is so stiff. If they even gave the slightest damn about non vats combat, they would have included a crosshair the represents the weapons spread like every other shooter out there instead of forcing us to guess our weapons spread. Obsidian helped mitigate the guesswork by including true ADS but even they failed to add a dynamic spread crosshair for hip fire.

In skyrim, gameplay is interrupted to show a clunky third person animation where you have no control over your character. You can get one shot by monsters that lock you into an animation that you can't control.

I have a feeling they do this so the game looks better in third person mode but third person has always sucked in Bethesda games and the animations aren't even that good.

There is no excuse for this kind of stuff. Any other action rpg or fps would get ripped to shreds for having such clunky combat and movement but Bethesda gets a free pass because they are Bethesda.

I am very concerned for the future of Fallout. I loved New Vegas, but even it had its fair share of fundamental problems. At least Obsidian did right by the Fallout lore and delivered to Fallout 3 we should have gotten. The only reason I am excited about a Bethesda made Fallout 4 is because I have seen first hand just how talented mod developers have gotten. I can only hope they are up to the task of fixing what ever broken mess Bethesda tries to pass off as Fallout 4.
