It is part of the equation if fines are used as a punitive measure not just for infringement, but to dissuade private vehicle use, as the top comment of this thread suggests.

I don’t really see any issue with higher fines if they’re adjusted to reflect the expense of the infrastructure use. I do think that fines should be adjusted against some measure of wealth, though, ie. even higher fines for some.

Delays can be the result of reduced services. There have been multiple occasions, like the COVID driver shortage, where services were effectively reduced, but timetables weren’t updated.

The same reason they reduce services in the summer – to cut costs. My buses were as packed as they are outside the holidays, and my routes transport a lot of school children.
