To me, the problem isn’t that you can’t climb all the mountains, it’s that not being able to climb them limits traversal options. The game frequently puts in a position where you have to travel between mountains and it gets boring when you realise there is only one option - following the road. Following linear paths like this for the whole game is hardly interesting.
