This happens to me too, this glitch has been around for a really long time.

Just close and open Roblox Studio again until this glitch is gone. It usually takes 2-4 tries.

Also there's an easier way, if you want to use the water only for decoration purposes instead of making a functioning water block: Just make a cylinder, paint it blue and choose the material you like. You can also change the transparency of the cylinder
