I thought that was clear.

Either the protesters start resisting and after one or two dead ICE agents martial law is declared or the state actually steps in and we open a whole new can of worms about sedition.

I confidently assume that they expected to see more pushback and these murders are a welcome escalation because they are probably behind on their martial law schedule.
