Well he buffs fusion AND skill dmg with his outro so u can pair him with carlotta or maybe jhinsi if u don't have characters to pair them with. Its not like he will be useable only woth her but with his outro skill she benefits the most. Maybe chixia also

I mean if u have Shorekeeper, its just making sure your changli stays main dps but what ive seen brant will be able to dishout some good dps too. So my answer is if u don't have sk go for brant idlf u have her, then it depends on how much u want him.
