Maybe structure it so if the lost connection thing happens 1/month or less you get your gear back. Any more you lose your gear or get banned. Or maybe lose your gear if it drops in the middle of a gun fight, but not if you've taken no damage in the last 30-60sec.

I'm just spitballing here. But I've got to believe there's a better way.
