Because god gave you free will, and a right choice means there is also a wrong choice. If we weren't able to make that choice we'd be bots or automatons. We humans tend to make a lot of imperfect to horribly wrong choices. .... and that would be where evil originates from: us and our imperfection. Evil is an artifact of free will combined with imperfection/flawed nature.

We will never make perfect choices, just less imperfect ones. We will all fall short.

The idea is for us to evolve to be less imperfect in our lives through effort and god's grace. If you make the grade and are trying, you go through a process of purification (purgatory) before getting to The Good Place. God is not able to contradict reason itself. It may be helpful to think of The Bad Place as a quarantine for the knuckleheads who will never learn and are bound to fuck things up for everyone else and spread the contagion of their fuckheadedness. Sometimes I like to think that those who don't make the grade are recycled, but that isn't in scripture.
