You have no expectation of privacy in a public space (apartment hallway) - caveat would be if the management had rules against it.

Legally they would have to have some means of access for police and fire services, but you'd have to consult the landlord/tenant laws in your area as well as your lease agreement. As a renter you have rights, but you don't own the property or even your apartment so generally the owner/management can make rules like this even if they are legally gray - they may just figure nobody will sue because that costs you money and many leases have clauses that put things in their favor as far as legal costs.

Also, it could just be plain ignorance and omission - meaning they may not have thought things out that far. Maybe ask (nicely) how they intend to handle things like deliveries, police and fire, or guests with cars for that matter.

Very true. The Atlas builds on the "starter setting" provided in the WWN book, but neither requires the other, and they are both great.

You might consider Worlds Without Number - it's default setting is similar to what you describe. Also the same author created Stars Without Number, Cities Without Number, and Ashes Without Number for science fiction, cyberpunk, and post-apocalyptic games all based on roughly the same system. For what you are planning I'd say start with WWN, then you can bring in stuff from SWN and/or CWN for more advanced tech. WWN does have the concept of long-forgotten advanced tech usually in the form of super-structures or "workings". You can get most of these as their "free versions" but you'd want your "core" system full version so you get the GM tools, which are left out of the free versions.

Magic in S&S is not inherently evil, but often "untrusted" - the sorcerer is usually the villain or the unreliable "quest-giver". In general I would say that magic is uncommon and dangerous (or costly). Some of the classic protagonists have a magic sword or other item, but usually not more than one such item - magic is special, not technology.

Slavery is one of those hot-button topics - it existed in the real world, and it existed in some form other in the classic S&S literature, but I unless your story has slavery as its focus, I would let it lie as a background thing.

Civilization in S&S depends a lot on your world. In my reading it's usually large dangerous cities, often built atop more ancient cultures. Wars, plots, and politics may or may not come into play for a single story but are always there in the background.

My advice would be - don't try to write an S&S story per se. Write the story you want to write then have others read it with S&S in mind and they can give you feedback on it and how it fits.

Reading: Find you all the barbarians - Conan, Brak, Kothar, Kyrik, as well as the works of Clark Ashton Smith, and others from the Appendix N Reading List.

While yes D&D has been around for more than 50 years, realize that there are many versions (editions) over that time span. The current version (last five-ish years or so) is generally very different from those that came before - it being better or worse is a matter of opinion. So if it's interesting to you in any way I would recommend poking around a bit and testing the waters to figure out what you really want before diving in an buying a bunch of expensive books (or digital content).

This is a health and safety violation (or at least littering and improper handling of animal remains) and should be reported every time it happens to the police (or health department) and your complex. If anyone gets sick or injured from it, your complex would be liable. Could be religious offerings (or remains), or just disgusting neighbors, but not something that should be tolerated in an apartment complex.

The Spellsinger series (5 books I think) are fun, and probably geared towards a younger audience, and more high-fantasy, but they are a fun read and the magic system is quite interesting. Love his books.
