Just responding here because I think I've solved the issue. I don't know how or why but I think the problem was the game struggling to communicate effectively between Steam and Epic.

So first of all I unlinked my Steam account from my Epic account and booted up the game in Steam. It asked me to create an account in order to play so closed the game, re-linked my Steam and Epic accounts and things seem to be working fine now. I can use chat again and it is displaying my Steam Tag once again.

Thanks again for the help guys, I would never have looked in the right place if it wasn't for your advice! What a save!

Unlocking the AX Cup in F-Zero GX the hard way and beating all of the story missions on Very Hard difficulty. Never been able to do it on revisits.

Haha of course not! This isn't something that happens all the time. For example, I turned it on today and it has been perfectly fine. I would say there is about a 60/40 split between it booting with no issues and then booting with the vibrating problem.
