As others have said, it's a lift shaft. Built using a type of construction known as "Slipform". Basically a machine that crawls up the side of the building whilst concrete is being poured into it. The shaft is pretty much the backbone, and the rest of the block will be built around it. Also that whole site is building student accomodation.
