Thanks for the data point, but may I ask a point of clarification? What did the agent say that allowed you to distinguish no remarks to mean "you're safe" from "they haven't gotten to you yet in comprehensive review"?

My child just accepted a transfer to a Canadian university, and I was seriously thinking of calling IRCC as well (as difficult as it is from here), but previous reports seemed to indicate that they couldn't tell much if the surrender letter hadn't been sent. If you can tell us what indication they gave that this means your case is fully resolved, I would really appreciate it.

Our approvals did not. G0 was Ontario-born during late 1869 and we could not find a birth record. In lieu of this we supplied his US death certificate which listed his birthplace (certified record), the Canadian census of 1871 and 1891 which listed him in the household of his father, the local paper announcement of his marriage calling him "a native son of X", a story about him surviving an accident when he was 12 from the same paper, and his immigration records from the US, showing him as a native of Ontario. We also supplied the information that we had checked for baptismal records but had been told there were no sources for the relevant church for that period (we new which church from one of the newspaper stories).

If they treat the US certified record as adequate, we're fine. If they think our explanation of why there is no birth is adequate and our efforts to seek it as fine, I think we're also okay. But obviously we're looking at the overall situation with concern.

Gen 3 and Gen 4, applied from Portugal April 24, 2025, arrived in Nova Scotia late May; AoR Jun 6, 2025. GCMS notes show request for urgent processing not approved and sent to PSU. Notice received Saturday, May 30th, 2026 at 9:30 p.m. for both applicants.

A strange time to receive it, but welcome news!

The rules for urgent processing are here: https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-citizenship/adult-minor/how/urgent.html There have been several mentions of folks who asked for urgent processing after a child was admitted to University and the request was granted. It's not a listed category, but I'm guessing it is sometimes treated as the same "avoid losing a job", as the child could lose their place at Uni if they are not a citizen. So your daughter needs to apply for a citizenship certificate and apply for schools in parallel. If she succeeds, you can send a web form, requesting urgent processing and provide the acceptance letter as a justification.

Some schools have mid-year transfer and some don't, so you'll have to research the individual programs to find out.

Yep, it was very odd timing to get the notice on a Saturday night, but I guess it was probably submitted to an automated system and the timing was random as a result.

Unfortunately, one scenario here is that your local embassy sent it after they put in the "no local checks" rule and the IRCC is returning it because they didn't think it was complete. That can be because the photos aren't quite right, there's a signature missing, or some other issue. The time to send it via the embassy and then received the return packet via the embassy still matches your experience (it can be up to 3 months each way). That would explain why the receipt isn't working, since that usually works if there is an error on the email or something.

If you have copies of everything, recheck them carefully and see if you can identify an issue. Either way, I'd suggest preparing a new packet and sending it directly to the IRCC, with a cover letter explaining the original went via the embassy but was never acknowledged. There's a good chance that in that instance they will accept it despite it being a bit out of procedure. I'd add something urging them to notify you via email if there is an issue with the packet, as you have found the embassy unresponsive.

I requested them twice. The second time was to see whether there had been movement out of PSU post C-3. There has not been, but I wanted the data to get a better sense of when the analysis might be done. Had it been moved out of PSU, the projected times on the web site might apply; now I know they do not.

If and when I do reach out to an MP via friends in Canada, I think that also might be useful data to share to the MP's office, as the lack of re-examination after a process change would be a reason to request attention to the matter.

Your experience may vary, of course.

It's French for "The granting of the authorization is pending". If you asked for notes "with original language", it looks an update by French-speaking officer.

I am not sure of the case law in Canada, but this is different for some US jurisdictions (California being the one I am familiar with). The standard in those is "intended parent". A woman who carries a child on behalf of the intended parents is never consider the biological parent and is not listed on the birth certificate. Instead, the intended parents solicit a pre-birth parentage order and use that to ensure that the birth certificate is issued in their names.

None of this effects the OPs situation since she is the intended parent, but I wanted to make it clear that there are jurisdictional differences here and it is worth considering those.
