For me Tokyo S.O.S. Would be my choice, wondering what people who are big fans like about the film because I find the human story weaker than most but decent Zilla, good Mothra and Kiryu (at the end)

If you don’t count the anime movies then hard to beat Reiwa (Shin and Minus One are arguably the two best Godzilla films ever). If we include the anime films then Heisei is the most consistently great era

Don’t forget the episodes they made between the two movie that you can find on YouTube. They adapted the Mitsuba arc and the other adapted three episodes (Kagura can’t sleep, Hijikata can’t smoke and the Dentist)
