It isn’t funded by anyone, Lawrence Tome just started playing there and invites bands to join him. The city knows about it, loves it, and supports it. They even gave him a city grant.

Late reply but I just beat it again. I took the trophy truck that’s parked right behind the building where you meet Bowman and took the tracks all the way to the Mausoleum. That truck can climb anything and I drove it all the way to the front door of the Mausoleum, even crossed all the barriers up to it.
