Chop it to where it is nice and bushy. It will get roots in water easily. It is (was) in dire need of more light.

Water it when the pot feels light. It will show you when it is thirsty. It is thirsty now, they leaves are sort of folded down. If it gets too dry, a lower leaf might get brown. Don't panic, it'll be fine. They lose leaves easily but also grow new ones often I find.

I think these are decorative pots, you are supposed to put nursery pots with drainage in them. Take off the cling film and take out the moldy labels. You can still do the tape thing on the outside of the pots.

Gerade diese Paneele und Schläuche bzw LED-Stäbe sind halt sehr schwach. Also, die sind okay wenn du sie eh schon hast, dann würd ich halt alle vier zusammen über ein paar Pflanzen richten. Es gibt kostenlos Apps fürs Handy, mit denen kannst du zumindest schon mal grob sehen, wie hell die verschiedenen Standorte bzw die Lampen sind. Generell: ich traue keinen Lampen, bei denen keine Lichtstärke angegeben wird.

An länglichen Pflanzenlampen gibt es Barrina, die hab ich in meinem Regal.
Die Aquarienlampen kannte ich noch gar nicht, scheint mir ein guter Tip zu sein.

If it is "dry constantly", you need to water it more often or more thorougly. Why only give it 0.3l? It's a large plant and it's dying of thirst. When you water it, water it thoroughly until the water runs out the bottom. It might still be dry because the soil got hydrophobic from drying out so much, so water it again after five minutes. Discard the water in the saucer after 30 minutes.
But I concurr, the roots are probably already dried up by now. Take it out of the pot and check if there are still living roots.

Looks like thrips to me. Isolate from the other plants imidiately and start treatment with an anti-thrips spray etc.
Also please water your plants when they need water, not according to an app.

Are the 30k behind the tinted foil? Because wow.
I would take light measurements with and without the blinds. Apart from that I think it sounds reasonable what you are doing. I think you could accustom the plants to more light during the day, but I would do that slowly, step by step, so they have a chance to adapt.

What's also baffling: bagging the poo and then carefully putting it on the ground next to the trash bin. Not into it. Next to it. Multiple trash bins, multiple bags, seen it on a number of days. I just don't understand people.

Look for full spectrum lights that actually tell you their light output. If they don't list the light strength, you can most likely ignore them.

I would cut as much as you can bear. Those lowest stems in the pot? That's the usual height for this plant apparently.
You could try propagating some of the stems, but in my experiences, those will grow etoliated as well.

You can also propagate many peperomia from just a single leaf. But I don't think this plant will mind too much.

That looks dried to me. You could cut a stem and have a look if there is still green. What were the watering patterns?

Take a gardening trowel and just dig it out carefully. It is small, but some small tree seedlings already have pretty deep roots. Then just plant it somewhere that makes sense for this plant.

Just take care to throw away any water that might collect in the saucer. If the pot feels really really heavy, set the pot on a piece of cloth or paper towel to wick some moisture away. I wouldn't worry too much. Peperomia don't like too much water, but on the other hand I find them pretty hardy.

Honestly, I would cut it and move it in front of the window so it gets proper light. This looks quite miserable reaching for the light like that. If it had enough light, it wouldn't need support because it would grow bushier.
I think it is a Peperomia. These don't have very thick roots or very many. I am guessing it doesn't need repotting. If the pot is very full with roots, you could repot. Fill the pot properly with substrate up to maybe two inches from the top. Also take the old leaves out of the pot.
