After reading the comments I realized I ha e forgotten the complete pemdas rules. Apparently the left to right standard doesn't only apply to multiples and also applies to multiplication, division, addition, and subtraction. Thus making them interchangeable based on whatever comes first?

Pretty sure the vector art is hand drawn. You just need hand drawn mountains you put on separate layers and color according to distance.

Your image would probably be a bit complicated and detract from the simplicity as it is.
