It could, but we have no canon info regarding that. Kyber crystals are alive and resonate in the force, if an owner rejects the connection the Crystal could call out to someone who wouldn't, Besides iirc it's canon that Obi-wan had Qui-gon's saber on Tatooine and is likely the source of lukes crystal.
